Use a curling iron and try to use it to mimic the way her hair curls around her face - tape a picture of her to your mirror as you do it. And practice, you'll get it.

You can find a picture of Vanessa Hudgens with her curly hair. Then you can go to a hair salon and show them the picture. Tell them that you want it exactly like that. They will do a really good job styling your hair like her.
