Yes, you can get your permit as early as 15 1/2 years old, unless there are special circumstances.

You can take your driver's education classes at any age. You could do them when you are seven then come back and apply for your permit. In order to get your permit, you must take classes, either online or in-class, then go to the DMV and pass the written test and pay a fee of like twenty dollars.

You must then complete six hours of instruction with a liscensed instructor. You can practice with other licensed drivers until after you have done the first two hours with an instructor. After six months, you can go take your driving test to get your liscense.

Actually, it's at 15 if you've completed a formal driver's ed program. If you don't complete driver's ed, it's 17 1/2.
