Okay, first of all, your animal control officer is a lazy piece of crap. Pretty much every city/state/county in America has leash laws and roaming dog laws.
Your neighbor is breaking both of those laws, and it is the ACO's job to enforce the rules. If the dog is off of it's property, then the ACO is supposed to impound the animal and release him only after a fine has been paid to get him back. This is supposed to happen every time the dog is found off lead and off property, with the fines going up after a while.
Second, what kind of a moron is going to tell you to get some chickens so that you can justify killing the dog? You need to report that ACO to his superiors so that they can take the proper disciplinary action.

It is go time. If the dog is threatening your health and safety, you have the right to have it removed from your property. This dog attacked your child and is definitely leaving "presents" in your yard, which makes it an unsafe environment for your child to be playing in. Inform your neighbor that you will have the dog removed every time it comes into your yard. Get a hose to spray it with, or make pepper spray, like someone already suggested. Follow up on it. Call the dog catcher every time this thing comes over, and call your local town council and police station, and file reports that there is a vicious dog that your neighbor is allowing onto your property. If this man knows that his dog attacked your daughter, and he knowingly lets the dog back onto your property, then he is intentionally endangering your daughter, and that's a crime.
When I was little, my neighbor had two Great Danes that used to attack me and my brother. Even after multiple phone calls citing injury to me and my brother, the neighbors refused to do anything about it. We called the town council, and the dogs were eventually seized. This is what we had to do- we kept a log of every time it happened,what happened, and how long it went on for, for a month. That way, the town council would know we weren't exaggerating the problem. File a police report and keep a log- eventually you'll be able to get something done about the problem.
You have the right to feel safe on your own property.

People like your neighbor makes me sick!!!! There is not a law in your area called dog at large? That is dogs that are roaming. Here in Ohio the owners will get a ticket to go to court for this and fined. Please don't take it out on the dog, it is not his fault. How does the stupid dog catcher know the dog will attack the chickens? Was the dog trying to play with your daughter? Do you have a private attorney that could send this guy a letter of interest? First off, please take it out on the owner and NOT THE DOG, I mean that's just plain childish to spray a dog with something. His owner is the one who didnt give him boundaries, the dog doesnt see it the same way as us humans.
Anyway, there are laws in states. You can search them on google.
Then if that doesnt help, buy the chickens.....lol, that'll take care of the issue.
And Im sorry, but my daughter gets scratched accidentally by our OWN dog, and neighbor's. And a doberman is pretty tall, so it would reach your daughters face. Thats not going to hurt her.
But I do understand the whole yard thing,
I have neighbors that dont have their dogs on leashes when they come out of their house to take them potty outside.....and scared the living sh*t out of my pup, but I cant do anything about that one.

Tell the neighbor that he has to keep the dog off of your property or threaten to sue. His dog is aggressive and in most states, it's illegal for a dog to leave their own yard anyway. Look up the laws in your area and print them out for him. Being a vet he should know better!! You shouldn't have to tolerate that at all. Your child and dog should be able to come and go without being in fear!

okay you said your neighbor is a vet ? he should know better than to let his dog run around scratching people. How would he like it if you stood outside his practice and told his customers that he lets his dog run around loose ? have you tried this ? This might be something to consider . no you cannot be arrested for this cause this is known as civil protest still legal in this country (the united states) . I mean if he cant get the picture after you have talked to him about this . the protest might be an action you would consider . at least then people would think twice about letting a vet like this treat their animal which most of them I am sure dont let their dogs run loose creating a nuisiance . something to think about.

he thinks he can get away with this because he is a vet., well he is not setting a good example of being a responsible pet owner.
call your local sheriff dept., ask if there is a leash law in the city you are in, if so tell them you need animal control to come and pick up the dog, and also inform them your child has been harmed by this dog. if nothing happens, get your hubby to put the dog on a leash and take him to the animal shelter and tell them the dog needs to be put down has already harmed your child.

let me stay in your beach house i will bring my wolf hounds and we'll run that sissyassed doberman right into its owners lap and give him a taste of what it is like to have dog problems check with your lawyer before you get chicken that might be luring the dog on to your property try talking to your neighbor and ask him to control his dog next time his dog attacks it might not be a scratch you might try a real loud air horn and when the dog comes on your property sound it off and it should high tail it out of there then the cops arrest you for noise

I hate inconsiderate dog owners.
I would get some pepper spray (or make some out of Tabasco and water) and when the dog comes into the yard-spray it. eventually, he'll get the message & quit invading your space.
Or, if your beach house is in NC, as your name would suggest, you could let me stay there for a few weeks & I'll take care of it for you!!! (Sounds like a great way to get a free trip to the beach lol!)
