I visited London twice in 2006. It was my understanding that it is part of Their Military Protocol.
They are an Elite Group of Soldiers SWORN To protect King, Queen and Country!

Oh, they'll move and move fast if they perceive a threat to them or the royal family! So don't go make stupid threatening jokes in front of them and don't touch them ... they'll react like you don't want to see. Otherwise, they are strictly on guard.
