After the first time time it ever rained would be when the first rainbow appeared. Biblically, that's the flood.

Revelation 10:1
And I saw another mighty angel come down from heaven, clothed with a cloud: and a rainbow was upon his head, and his face was as it were the sun, and his feet as pillars of fire:

after the flood!
gen 9: 12 And God said, "This is the sign of the covenant I am making between me and you and every living creature with you, a covenant for all generations to come:
13 I have set my rainbow in the clouds, and it will be the sign of the covenant between me and the earth.
14 Whenever I bring clouds over the earth and the rainbow appears in the clouds,
15 I will remember my covenant between me and you and all living creatures of every kind. Never again will the waters become a flood to destroy all life.
16 Whenever the rainbow appears in the clouds, I will see it and remember the everlasting covenant between God and all living creatures of every kind on the earth."

Oh yeah? The Greeks believed the rainbow was the Goddess Athena's bow. That belief predates your Bible's myths, so I'd go with that answer.

Seriously, though, it's talking the Bible literally that really makes people turn away from Christianity. Is that your goal? To turn us away?

You and the other proseltyzers on Y Q&A need to get together and come up with a more respectful, intelligent, logical way to get people to convert, because all you're doing now is making people LESS likely to want to be Christians!

Rainbows are caused by dispersion (frequency dependence on index of refraction). Think of a prism.

Generous old god, as ever. The mindless slaughter of 99.99% of the earth's population, including all babies and children, to say nothing of the animals, and to make up for it he gives us the optical effects of white sunlight defracted through the prism of rainwater. Whoopie-doo.
