I want to convince my mom that I'm old enough to be responsible for one. The dog would have to be hypoallergenic, somewhat calm, loveable and small/medium sized. She says that we will never get one after the previous dog experience we had five years ago, so please give me some dog breeds and ideas to persuade her...

You might want to see if your mom will let you do some dog walking around the neighborhood or some other daily job for a few months that will show her you are serious and responsible. I believe you are, but it is your mom you want to convince.
Anything mixed with a poodle or a breed that was developed with poodle (like a miniature schnauzer) are good because they shed less and have less dander.

Poodles (toy or teacup) fit your description of hypoallergenic, etc. There is never a guarantee of a good temperament, but you really up your chances of having a really nice dog if you get him plenty of socialization and training.
People tend to not treat little dogs like dogs, but rather like some cutsie little toy. This behavior on the part of the humans tends to turn these dogs into not-so-sweet biters.
If you were my kid, I would deem you responsible enough for a dog when you could prove to me, over time, without failing, that you are responsible enough to do all of your chores already assigned without having to be reminded, and without complaining about them. You would have to be doing very well in school, and if you are the appropriate age, you would have a job, preferably working at an animal shelter or kennel so you would be learning all that there is to know about responsible dog ownership.
I would think that you are ready when I see you reading every book that you can get your hands on about dog nutrition, training, behavior, etc.
I would think that you are ready when you are spouting off facts about dogs (how they think, what they eat in the wild, how often they should be bathed...) just to have something to talk about.
Basically, if you want to convince your mom that you are responsible enough to care for a dog without her help or nagging, then you need to prove that you are responsible enough in all of the other areas of your life.
This doesn't happen in a matter of days or weeks or months, but you will probably have to prove yourself over the course of a year or so.
And don't keep begging her. You'll drive her nuts and never get your dog. She knows you want one. You have to prove that you are worthy of one.

What happened with the old dog to make her not want another one? Try to ensure her that you will be the one caring for the dog, that you want this dog for you and prove to her that you can handle it. At 16 you should be able to handle it easily. =) Update and let us know what happened with the other dogs and I'll check back and see if I can give you more ideas. I've heard that Yorkshire terriers are hypo-allergenic and I think poodles are too. Your best bet would be to talk to your local vet or check out the AKC web sites for the various breeds. Another source would be your local dog shows, either agility, confirmation or obediance. When you narrow your search down to a couple that might fit your lifestyle, then talk to the breeders. Another place to check would be your local animal shelter or breed rescue. There may be a small/medium sized dog just waiting for someone like you!

there is a whole lot more to being responsible for a dog than just walking it, you have to house break it, feed it give it water, bathe it, give it plenty of love, and also to prove that you really are responsible stop asking your mother for one and also do all of your chores and even some extra stuff around the house without being told to. Even though it sounds like your mother has made up her mind about he matter; if so after you go off to college, graduate, and get a good job and apartment you can get the pet of your choice.

The best way to win the dog battle is to have the information, do reseach on hypoalgenic dogs and know what you want, choose wisely based on fact so you can back your arguement. Then you will have to prove your responsibility. You may very well be responsable enough, but you wont get a dog until you PROVE it to your mom.

Bedlington terriers are hypo-allergenic, small/medium and very loveable.
They do need regular grooming though.
