i know that is a few states where i can change my lisence with out ssn which are thos states??????????????????

Sorry, but all states require proof of your SSN before they will issue a license. That's Federal law now.

If you are not a US citizen or resident alien and do not have an SSN and are legally in the counrty you can apply to the IRS for an Individual Taxpayer Identification Number or ITIN that can be used in lieu of an SSN.
