Well the girls might be shy, or they could think that "he is so fine but he will never wnt a girl like me."
So that is where you come in. If you see them looking at you all you have to do is smile and say, " Hey How you doing?" Or something along those lines, coz it wouldn't kill you to make the first move.

because a discent girl will not walk up and talk to you,, next time go over and pretend your looking for a certain place and ask her if she know where it is at.. like a restaurant.. movie.. store.. ect.. anything to start talking to her
