references, tour of the facility or home, look at cleanliness, what other kinds of dogs are there, how do they interact? How many people care for the dogs? What do the dogs do in the hrs they are there?
One place I knew that boarded dogs had these really nice kennels up front- indoor/outdoor kennels, spacious and clean. When the people checked the dogs in they were impressed. As soon as they left the dogs were moved to a closed indoor kennel where they stayed in small cages that were hosed down once a day. Lots of dogs wound up with kennel cough. It's a risk that a dog can get kennel cough in any situation but this was a bad one.
So references are important as well as ability to pop in and check out how your dog is doing without calling ahead- and where you can see your dog without waiting in a separate room for you dog to be brought to you.
If someone won't allow that, then something is not right.

Is a 'doggie day-care' really necessary? EVERY DAY?!?!?! I can see a pet-sitter for when one goes on vacation for a period of time. I use this option in lieu of putting my dog in a boarding kennel - it's less stressful on the dog and costs a little less in most cases. Plus, they'll water plants, bring in mail, etc. Then there's the added bonus of someone checking on your house twice per day. But day-care? Seems a little wasteful.
If the dog is house-broken, then just leave on a radio - AM talk radio is best because all the dog hears is conversation and the occasional ad jingle. Make the dog comfortable, leave out some toys and a bed. If the dog is exceptionally high-strung (border collies are good examples of this), you may need to confine him to a room.
But a day-care? Come on - surely you can think of some better way to spend your money. If not, then maybe you just have more dollars than sense...

UGH! Not MY dogs! Ever! I helped set up two of them and I couldn't believe the total lack of basic dog sense of the owners and employees. Some of the policies they implemented were dangerous to dogs and employees as well.
Some people seem to believe all dogs just love each other and all get along. A large pack of dogs CAN be handled, IF you know what you are doing, unfortunately most DD employees do NOT!
I am sure there must be some good ones.....somewhere, I just haven't seen any evidence of it.
