If puertoricans travel to and from U.S. and its territories they dont need U.S passports. If they travel outside of the U.S. and its territories then a passport is required to return to the Island. The same rules that the U.S. established for the US mainland apply to Puerto Rico since Puerto Rico is US territory with US citizenship.
