You can try but it will not last. Unfortunately this is either natural or done with a flat (yes flat) iron.
If not enough curl structure is given it falls out. Some things from nature we just can't predictably duplicate.

Yes but show the picture to the stylist at the salon so that she knows what type of curl you are trying to acheive

just to let you know that is usually their natural hair, or they use rollers. there is no way to get hair to look like that w/a perm.Sorry
