It depends/varies for some.
People who have pets that live in apartments need to be willing to take their dog(s) frequently out on walks, out to parks, and make sure their dogs get enough outside exercise.
They also have to make sure that their apartment size is appropriate for the size of dog and that they have enough room for the dog and themselves.
I have been renting for the past 2 years and I have a small toy dog (miniature pinscher) and she is very happy. She has enough room to run around in my apartment. I take her out frequently to walk and have outdoor exercise. Not to mention she has plenty of places to snoop and hide.

I have three medium-large sized dogs in an apt. No it's not at all cruel as long as you have time to spend with them, take them out for a walk daily, do things regularly like go to a dog park together where they can run.
Mine are very happy and I do the above things so they are very satisfied pups.
What concerns me is that you said you both just met this man and yet he wants to give you his two Yorkie puppies or else he will kill them? This sounds strange to me. If you decide to take them, do so at a neutral location like a large Pet store.
It should be very very easy for this man to find a home for two Yorkie puppies!

its Not cruel to keep yorkies in an apartment. As long as you take them for daily walks and get them enough exercise they will be fine. I know a guy who has a yorkie, and he lives in a smaller house than my apartment, and she does just fine. He takes her on walks, and runs around enough in the house to get her exercise. If i were you i would take them and see how things go. And if you can't keep them at least you gave them a chance at life, and you can always take them to an animal rescue. And they will definitely get a home if they end up in a rescue because they are two pure breed puppies.

I have a large dog in my apartment and I guarantee he gets more exercise than most dogs who are in a fenced in backyard all day. What is cruel is to commit to a dog, then not care for it.

It's not cruel at all. The option seems to be much worse. They will need plenty of attention and be sure to get them out for some air and exercise as much as possible. If you think after a while that they are not happy in your apartment, try to find them a better home, but I will bet that you will end up with 2 new additions to your household.

if your into cleaning up after 2 dogs/puppies, and you love them and would give them a good home.then get the dogs. Those kind of dogs get along great and they would keep each other company too. Think about the next 5-10 years or a little more, they will be with you always .....needing a pet sitter whenever you need to go away etc. Its a comitment without a doubt.

It's not cruel to have dogs in an apartment as long as you still take care of their basic needs, especially exercise. If they get outside for walks and especially off-leash in fenced areas regularly, they should do fine.
I don't really recommend getting dogs out of obligation, though. Often this ends up as an unhappy situation for both owner and dog. Suggest to him that he should take them to the animal shelter if he can't care for them any longer. It's irresponsible to have pets and then kill them when you decide you can't care for them anymore. If he refuses to take them to the shelter, then perhaps you can take them and then take them to the shelter.
If you don't like this idea, you should do some research on Yorkshire terriers and decide if they're right for you. They're fine apartment dogs, except that they have the tendency to bark a lot, so you have to be prepared for that. If you decide you would like to own a Yorkie, maybe take both of the pups and just take one to the shelter, keeping the one of your choice.

Not at all! Even some large breeds do great in apartments. Its more about the care and attention the owner gives. You need to make sure all needs are met, and provide appropriate exercise.
