So far I see 4 answers that don't actually prove anything. Tax records can prove ownership but not actual residence. Receiving mail at a given address doesn't prove much either. I can receive mail at the local 'Mailboxes Etc.' store. A registered letter can be signed for at the post office. The receipt will not tell you where they claimed the letter. The best way to prove the actually reside there is to sit outside and observe them coming and going.

Unfortunately debt collection agencies are buy up debts from large companies and then do some basic 'detective' work before pursuing the debts. This detective work usually just involves finding someone locally with the same name. If Experian are not being helpful then you will probably need to contact the creditor and request that they send you a copy of the Consumer Credit Agreement, there is a template letter on the site link below. They are obliged to reply to this request and the credit agreement should give you a better idea of what was purchased, when and hopefully by whom. You can also then go back to the creditor or debt collection agency and dispute the fact this is being linked to you. It's important that you get this removed as well as any link to the incorrect address (changing addresses too frequently has a negative effect on your credit score). Regards, TH.

1. Tax Records. Google "[Your county] Tax Assessor", go to the website and search for the address. It will tell you the name of the person that pays the taxes for the property and their address.
2. Send them a Registered letter that requires a signature. The post office will deliver it and send you back a postcard with your targets signature on it. Of course they can refuse the envelope and you'll get nothing.

The only way to actually prove it is if they had mail come there or utilities were in their name. Something at that address would have to have their name on it.

Set up surveillance. If they sleep there, they probably live there. if none of the bills are in their name, it's tougher to actually prove legally.
