don't say it. if you're dating her, just do things with her that will get you alone in a situation that will be just a little romantic, then kiss her, say something really sweet (aka, tell her she's beautiful), go for second and if she reacts well just do it. If she actually wants to sleep with you, then this step will be easy, if not it'll be impossible.
if you're not actually dating her, then ask her out, go out with her a while, and then do what I said above.
either way, have a condom ready.
