Because shy girls don't seem as confident, and confidence = sexiness, and sexiness = hottness, and hottness = guys want to get into your pants.
I was an outcast in high school... but I don't regret it. And I'm (not to be too full of myself) extremely gorgeous.
If you're still in high school, don't worry about it... the world will change an awful lot after you graduate...

Because they are shy. I think a lot of people percieve shy girls as being stuck up, even though in reality they are just shy. Break out of the shell just a little but.

It's easy to mistake shyness for being emotionally cold or stuck up, soo, maybe everyone thinks they're snobs.
Also, it's hard to talk to someone who is very shy, since they aren't always comfortable and they don't always keep the conversation going easily.

Because the vibe they give off from feeling intimidated seems to somehow count against them. Once their personality shines through though they are the girls to covert!

Because when they are older they will have better men than the "good looking but loud" girls could even dream off. They just dont have the confidence to get them yet.

many guys prefer shy girls because they are friendly and quiet. down side is shyness is often confused with she is ignoring him, she is bored, she thinks she is too good for him, indifference, tolerence (in a bad way), or even polite-but wishing-she-was- elsewhere. sometimes being quiet gets you overlooked because louder girls are attracting attention.
