KIWI brand makes a desert combat boot cleaning kit. They're available in the exchange in the uniform section. Comes with cleaner, special swade brush, and protector. Follow the instructions closely.

Have you tried that white colored cream cleaner that comes in a bottle and is supposed to clean all colors? Or saddle soap? Alcohol will likely damage leather. Is the boot leather?

The boot is no-shine leather. Don't touch it with soap or alcohol or you'll be buying new boots. Just use a brush or washcloth and water and put some elbow grease into it.
