I'm not sure about Bi-Polar as Bi-Polar is one of the most mis-diagnosed illness and it is extremely hard to diagnose.
Dogs do get mental illness just like any animals such as humans.

no, but you might ask your vet, i would call and not ask in person, this way they won't know you and might think something is a little loose in your head for asking such a question.
