I have the same problem but not with cats. What I would do is just have her start to go outside and smoke if she already does I wouldn't go near her at the time she is smoking. With the cat thing I would have your friend put it in a different room whenever you are around or just avoid the cat.

Stop smoking and make a new friend. Get a dog that will chase away their cat.
