It has to be more to her than what you've said. Sane guys don't just randomly go up to shy girls to chat and get phone numbers unless she's does something interesting. Usually shy girls don't know how to do this. So I would tell you to try to get over your shyness so that you can at least give the guy a reason to approach you.

I probably wouldn't. There doesn't seem to be anything that pulls me away. However, there doesn't seem to be anything to draw me closer either. If this woman weren't shy or if she was more than average looking then I would approach her.
