he's a year younger than me and i like him as a friend, but i kinda think he could be more. He said he thought i was sexy, but does that really mean anything? i know its lame to ask about this, but i am.

ask him out but yoy don't have to make it seem like a formal "DATE". just hang out and if things develop great and if they dont you can still be friends.

He may very well like you more too, but a lot of guys fear rejection. Especially if he's been turned down by others before. Guys are a lot more sensitive then most care to admit.
Most of the time, if a guy likes you enough to be good friends, he likes you enough to be more. He may already secretly want more, but is afraid if he asks you out and you say no, it will ruin your friendship.
Girl, this is the 21st century. If you want more, ask for more. Most guys actually like to be told by the female that she's attracted to him. Go for it and good luck.

I have a friend who is 16 years old dating a 21 year old. (Which is kinda pimp) But I personally don't think that's a good idea.
