Maltese? Or a friend of ours has a dog that fit's this description and he is a Malty Poo. He's all white.
You know, if you go to the AKC website, you can browse by breed and I believe size there, check it out and see if you can find what you're looking for.

How about a Pomeranian? Mine weighed only 3 pounds but I think the breed standard is 4 to 6 pounds!

They have really long hair - a double coat actually with a short wooly undercoat and long silky outercoat. You have to brush them a lot (like every day) or the fur gets matted.

There are lots of em. Long haired chihuahuas, though they are not too fluffy. Pomeranians, maltese, shih tzu, coton de tulear, bichon frise, havanese, toy poodle. Just remember that fluffy dogs don't just stay looking fluffy, they have to be groomed often to look like that.

A Pomerian or a long haired Chihuahua, or a Yorkie. I think those are the smallest dogs with long hair, but there are alot of other small dogs with long hair.
