Personal service such a speeding ticket, the cop hands it to you. Summons can be left at a place of business or on a vehicle as a parking ticket or it could be mail to you as from a court.

I think the person serving the summons has to hand it to you personally, if he gave it to someone else, you could say you didn't get it.
