Make sure that they are packed tightly so they do not break. Then you can pack them either in a box or in a large cushioned envelope.

Pack them in the boxes or tins so they won't break, and then put the boxes or tins in larger shipping boxes. You can either buy some 'bubble wrap', or some 'Styrofoam peanuts' to put into the shipping boxes. OR, pull out the old air popper, and pop up some popcorn, and pack the tins around that (and the person getting the cookies can throw the popcorn outside for the birds to eat).

I saw a hint show around the holidays that say you should 'over stuff' your shipping boxes with packing material - so much so that you have to fight with it to get it closed. That way, when the packing material settles, there's less air space for your delicate cookies to move around in, reducing risk of breaking.
