Ok so my favorite candy for valentines day are those Necco Sweethearts candy. The little conversation heart candies. Well every year I buy some and sometimes they are hard as a rock and sometimes they are soft like almost if they were stale. So my questions is are they supposed to be soft and chewy or hard as a rock because I personally like them soft, but when I buy them they arn't always that way.

Yes...they always were. The older they are, the harder the get...stale but edible. Sugar is a preservative.

They're supposed to be hard. Necco isn't the only company that makes conversation hearts. Maybe you got Brach's or another brand and didn't know it. Companies try to remain consistant with their product.
