Your better off researching Upgrading to a newer version of Windows. The current OS from Microsoft is Windows XP, but as of Next Month Windows VISTA will be commercially available. Chances are high if you are running Windows 98, your Computer may not be able to handle the new OS.
You may want to check your financial situation and research purchasing a newer Computer running an Upgraded OS.
You would then be able to get the latest Security Updates from Microsoft's Website.

All these answers above are totally correct but I think the reason people usually want to upgrade and not whipe and start over is because there is Information on the hard drive you want to keep. Depending on the size of your hard drive you can purchase or use Jump drives or other temp storage units to transferr things then put them back on after you install the new operating system. Another possability is to take the computer to you local computer repair store and they will install and transfer over all the information on the old hard drive for you... for a charge of course.

You can't do an update, you have to purchase XP or wait until Vista comes out to the general public.
