The religion of the Flying Spaghetti Monster was created as a rebuttal to the arguments in favor of Intelligent Design that were given in the Kansas State Board of Education case. It has since taken off as a parody religion.

The Flying Spaghetti Monster is God and our saviour.
We cook and eat pasta to worship Him.
He creates things by wiggling His noodley appendages.
I know He is real beacause I can see Him online and I feel Him in my stomach and my liver.

I'm at Oxford Uni at the moment and we were thinking of making a Flying Spaghetti Monster to swing behind Richard Dawkins if he ever agreed to debate at the Union (Debating forum). We were planning to set up a sort of pully system of wires with a 2 foot Spaghetti monster to fly back and forth behind his head as he spoke.
Unfortunately he never debates in public as he know's he would be shot down by people like Alistair McGrath

It is partially a joke. But it is also, partially, a statement that some people think that the evidence for an mainstream type good is not much better than it is for the FSM. It's trying to show that evidence is really desirable in these circumstances.

It was a constuct, done in jest, to point out that Intelligent Design was pure faith. Any test that ID passes, the FSM passes. The purpose was to show that ID is not a scientific theory.
