Man is powerless. Probably because the people in control don't have to fight the war, so why end it when it might help their economy or something else.
God has the power to stop wars, and hopefully he will very soon.

Man is powerless to stop war. It will continue until God ends it.

God is powerless, because even if he was some all powerful being, he wouldn't stop it. This is a perfect example of why I disagree with mainstream religion. You all think that god has the power to do anything, and we, as humans, have the power to do nothing. Did it ever occur in yer warped brains, that maybe god wants to see you do something for yourselves (not including trying to make other people believe, or judging other people of a different faith), as opposed to waiting, and doing nothing besides pray, because you think god will fix all of your problems if you have faith. Or that you have to endure your crappy life the way it is because that's what god's plan for you is? It says in the old testament, 'God created man in his image'. You have the power to make the world a beautiful place to live; it's not a test of faith, it's a test of humanity. A test that 99.9999999% of the human race is failing at miserably.

God is powerless, as it is non-existent.
Man caused wars, sometimes over belief in various non-existent gods, and it is within man's power to stop war.

Man. That is proven by over 6,000 years of human history.
God will soon put an end to all war, as we see in this prophecy in Psalm 46:9 - "He maketh wars to cease unto the end of the earth; he breaketh the bow, and cutteth the spear in sunder; he burneth the chariot in the fire." (KJV)
There is another prophecy that he has already fulfilled among his servants wherever they may be located in the world. It is at Isaiah 2:2-4 - "And it shall come to pass in the last days, that the mountain of the LORD's house shall be established in the top of the mountains, and shall be exalted above the hills; and all nations shall flow unto it. And many people shall go and say, Come ye, and let us go up to the mountain of the LORD, to the house of the God of Jacob; and he will teach us of his ways, and we will walk in his paths: for out of Zion shall go forth the law, and the word of the LORD from Jerusalem. And he shall judge among the nations, and shall rebuke many people: and they shall beat their swords into plowshares, and their spears into pruninghooks: nation shall not lift up sword against nation, neither shall they learn war any more."

Neither.
Wars are caused because we human beings have free will, and failing to overcome the animalistic tendencies of the subconscious mind.
