The Quarter is cleaner than it has been in a LONG time due to a new contract with a very effective waste-disposal company.
Businesses are up and have been for a while. The BIG problem is that most are suffering from a shortage of tourists. I live here and as I walk the streets I see many "Going out of business" signs. Many of these businesses have been holding out for the allocation of small business grants to tide them over until the tourists return. These grants SEEM to be just around the corner...let's hope so.

Yes, the businesses have been open. Some reopened a week later. All is up and running near the French Quarter and looks as though nothing happened.
