Flour contains some oil from the grains, and whole grain flours have more than white flour. It will, therefore, get stale, as well as possiblty infested with weevils and other unwanted visitors.

If you want longer shelf life, store in a cool place, preferably vacuum sealed.

As for dates, if it says "expires on" or "use by" that should be taken as the end of safe, edible life, "Best used by" means it will begin to decline in quality but still be safe. "Pull by" may mean for rotation, but it doesn't really give you a definite answer.

Flour expires. The expiration date means you have to use it before that date. Consumers are not informed about "rotation" my dear.

There is usually no expiration date for flour unless it is a self rising which contains yeast and as a usual time, one year should be replaced. One thing you can do is repackage and place in a sealed airtight container.

Yes it can expire. Sometimes it is better to sift it and keep in a container. It will help it last a little longer at least.

flour can expire and get bitter, esp whole wheat. Also those insect eggs which are everywhere except your freezer can hatch and grow up to infest your flour.

anything can spoil even flour. Hotels often put bayleafs in their foods to help the foods like flour, cornstarch, baking powder, keep better and also make sure bugs aren't attracted to it!
bugs don't like those leafs.
