If you owe money to the state they will keep your tax refund from the state but can they keep your federal tax refund too? or is it different??

No. The IRS is federal, and is separate from the state. But the state could ask the IRS to withhold money that you owe the state.

The IRS is federal only. The state can keep only what is owed to the state.

The IRS is governmental and the state tax, is pretty self-explanatory. They are completely separate entities.
