The bloodflow to the feet and hands is controlled is by the both the circulatory and nervous systems. If you have problems in the circulatory system, there are usually other symptoms beside cold feet (swelling, high blood pressure).

The nervous system dilates and constricts the blood vessels in the limbs in response to temperature. The nerves don't work right in many people, so their feet and hands are always cold because the blood vessels are constricted. This condition is called Raynaud's syndrome. More info in the link:
