Yes, God cannot be tempted by evil. That does not mean He didn't create it. God created death, too, but He isn't subject to it.

If you are prepared to accept an answer from the Bible--it states in Isaiah Ch 45 v7-""I am the Lord,and there is none else. I form the light,and create darkness: I make peace ,and create evil:I the Lord do all these things---so obviously---according to the Bible --God creates both good & evil--:]

The short answer is "No", for God is Love and there is no evil in God. Evil exists because of God's immense gift of Free Will, the ability of humans to choose their behavior. Of what value would human life be if God had made us automatons with no volition or motivation save to obey? Just as a parent wants her children to be upright and caring people, just as a parent wants his children to come freely to him in love, of their own accord, so does God desire us, His children, to approach Him in love and to behave uprightly. It is our imperfect nature that leads to evil, but His grace is always present to guide, strengthen, and uphold us on the path to righteousness.

The book of James in N.T. says "God cannot be tempted with evil, neither does he tempt any man".
