Not sure what you mean. Many people have income other than from jobs, and have to file taxes. If you don't have income, then there's nothing to file taxes on.

Your are required by IRS regulations Secton 61 to report all income from whatever sources. If you have income.....then you should report that income to the IRS and file a return. This includes illegal income.
