This boy liked my friend and kept asking her out and she kept saying no so this boy ask me for advice and i was helping him and eveything and we became pretty good friends so after he asked her out like two days ago and of course she said no and i was like telling him that it was ok and thats when he told me that he didn't like her anymore and he decide that he liked me now and ask me out but i don't like him i like his his really close friend and i don't know what to do cause i don't want to break his heart

I'd just tell him that you think that he's a great person, but you just don't wanna date him. If he bounces between people that quickly, he probably doesn't really like you, so it's better to put him off now than lead him on (it could get really messy if you do).

You won't break his heart! He'll probably be all sad and stuff for a few days, but he'll get over it (and probably go on to say that he likes someone else). You just got caught up in the mix of his "monthly crush," and you won't break his heart by saying no.
