Fingerpaints are fun for them at this age. They love exploring textures and they get a kick out of the squishy paint between their fingers.
Chalk is fun too if it's not too cold outside. They can draw lifesize pictures with chalk if you have a big enough driveway or patio.
Crayons are safe at this age as well as long as you're keeping an eye on them. Make sure to get some pretty big paper so they aren't refurbishing your kitchen table :-)

I would recommend all of the crayola products made for the toddlers. They have a big selection of washable and non-toxic art supplies. They even come up with with the kind that only write or paint on a certain paper. If you go to Walmart in the school supply section you should find everything you need.

Fingerpaints are fun, egg dyes are safe. me and my son have painted together since he could hold a brush and I only use acrylic, he would sometimes put the painted end in his mouth anything non toxic is fine as long as it is big enough to where they wont choke I dont recomend scissors not even the saftey ones yet.

At 16 months, I think my son was using sidewalk chalk and jumbo washable crayons.

Crayola brand as they are non-toxic (meaning you child should not, but can eat them and be safe) and they come in a lot of varieties like washable, etc.

Mix corn starch and water. Makes an interesting paste they can play that wont hurt them if eaten. Doesnt splatter if they pound on it either. You can add food coloring too if ya want but I found that sometimes that would stain.

the big crayons just put your baby in his high chair where you can keep eye and make sure he dont eat them. but my kids loved crayons and construction paper, finger paints, you can help your little one with playdough, not only would it be fun for your baby but it would be fun for you too, i always enjoyed doing things like these with my kids ages 7 and 2 but i started them out young with the crayons and stuff.

water colors, finger paint, homemade play dough, plastic cookie cutters.no matter what they have to be watched so you could use most anything around the house provided its not sharp or poisonous.
