A big reason that dogs have tails is for communication. Tails tell a lot about a dog's mood, and what they're saying. For example, a wagging tail can be a sign of friendliness or aggression, depending on what the rest of the body is doing. A tail in the air signifies that the dog wants to be seen perhaps because it is dominant or confident, while a tail tucked between the legs means that dog wants to be left alone perhaps because it is frightened or submissive. Movements and "gestures" of the tail are a big help to understanding what your dog is saying.
Tails may also play a part in the dog's balance while running, it can serve as a rudder while swimming, and I notice that my dog's tail turns when she's making a sharp turn. It serves many purposes, but perhaps the largest one is communication.

I'm assuming by "does" you mean a female deer. Doe, a deer, a female deer... Simpsons quote. anyway, the reason for their tail is twofold. One is that the tail helps to signal to other deer when danger is in place. Just like a dog, the deer will have it's tail up when it's happy or unafraid, and the tail will go down when it's scared. The other reason for the tail is mating. The white stands out and is helpful during rut to the bucks to know when a female is "willing and able"...
Also, they make great antenna attachments for rednecks in the southeast.

DOGS needed tails because we hadn't invented leashes yet! I'm not sure why they still have tails, though, since they obviously aren't needed any more... I suppose some advantages do remain for dog tails in tight turns at high speeds.
DOES on the other hand, they use their tails to signal danger and communicate er... interest to the bucks.

I think it has to do with balance as well as a sort of roter for swimming. If you've ever noticed a lab swimming they use their tail as a sort of roter. Also to express emotion....happiness!
