Yes, you should be able to buy a house, though if you need a loan, this may be a problem. You want to be careful though because the next time you have a visa interview, they're going to wonder why you have a house in the US if you're visa is for non-immigrant purposes. Just make sure that you maintain 'ties to home', like a house over there, family, job, etc. You don't want to get denied a visa in the future because you own this house.

You should be able to purchase property in the USA with or without a visa. You do not need to be a citizen of the US to own property. Now, if you require financing, that's another story for the lender.

You misread the fees. The $31,902 is for one year of tuition and fees. Plus $18,273 per year shared housing which is close to $50,000 per year. Housing is very expensive in the UCLA area, and it is very difficult to get a loan especially as a foreign national who does not have a job.

Yes, you can buy ahouse, anything you want to buy. Even sometimes you will be able to get mortgage, but it depends on bank you will apply. Good luck!
