Puerto Rico is a territory of the United States. External affairs such as military matters, interstate trade, maritime laws, media, etc. are controlled by the US government, but internal affairs are mostly controlled by the Puerto Rican governor and its congress.

It's not a STATE
But it is a territory.
It was a way back in the 50's and 60's to finacially help puerto rico more clearly. I will have to break back into my highschool civics but I can give you details tomarrow
Baisically we have political power but we do not GOVERN them.

it's funny when you first read the question, but after hearing what's it's like there in Puerto Rico.... it's sometimes does not seem like it's apart of the US.... but yes it is.... they may be treated sometimes as if they are not.... but they are a territory, not a state!

I don't know whether you should be ashamed of yourself for having to ask this question -- OR -- if you should be commended for actually asking it.
Puerto Rico is a Territory - not a State. They have been offered the opportunity to vote for Statehood, and always turn it down. I think that makes them pretty smart on the whole. We're responsible for them - yet they have fewer responsibiities.
So - GOOD FOR YOU - for asking a reasonable question even if it makes you look a little dopey in some quarters.

It's a territory, just like American Samoa. It's not a state.
BTW, that's how Hawaii and Alaska started out, as territories.
