Of course it's ok to hug him. He's still a friend even if it doesn't lead to a relationship. You still care about him right? Give the guy a hug :)

Hugging is always OK with friends. Especially if you haven't seen them in a long time! Why are we so afraid to touch each other?

I think that if you hugged that would be fine. Maybe he wants to hug you just as much. you never know since you haven't seen each other in a long time maybe he has missed you as much. ( maybe he only needs a little incouragement from you for anything else.)
