What I do is use condoms until everyone is tested (I have extremely few short term relationships). I make sure the testing for HIV is at least 3.5 months past last sexual contact who's not in the testing pool, if that makes sense.
Only you can decide what's safe enough for you. If you're really paranoid then phone sex is about as safe as you can get. If you are more practical, then condoms or testing.
As mentioned, extreme paranoia will keep you from even kissing or getting married (which presumes sex).

Practice safe sex until you can be assured that the other person does not have an STI. Find out his or her sexual history, and if there has been a history, make sure you both get tested for common STIs. That's the only way you can be entirely safe. Barring that, always use condoms even during oral sex.
And BTW... the current term is STI - sexually transmitted infection, not STD.

Safest "Safe Sex" is to not have sex at all. Of course if you choose too then make sure you know the person, how clean they are, go get tested with this person. make sure neither one of you has any diseases. A female can take birth control, wear a IUD, use foam etc...there are so many to choose from. A male can use a condom and foam. Just make sure that this is something you have planned out and taken the right precautions before you do it.

well obvioiusly the safest sex is none at all, but that's for chumps, LOL!! (okay..not serious, but i'm not holding out on sex just b/c i get a little nervous about it)
but therefor i guess the best thing for safe sex is using protection (imho..the pill and the condom both b/c of std's and pregnancy) with someone you know and trust is the safest sex..
i've gone as far as not having sex to keep it safe.. i've made some poor decisions, but never anything i thought would get me HIV or anything..

Sex is never 100% safe. It can be "safer" if you use a condom. Birth control pills are about 99% effective when taken properly. But they do not prevent the spread of STD's so always wear a condom unless you're in a monogamous relationship and you are both STD-free.

Sex is safe when you can avoid unwanted pregnancies, prevent an STD, or letting it take hold of your life in such a way that it can negatively affect your personal, social or professional life!

It depends on what you're trying to prevent. If you're trying to prevent pregnancy you should take the pill and use condoms. Use a condom every time! Don't transfer any bodily fluids. You can give someone herpes from your mouth. Any bodily fluid is potentially dangerous.
