A new rule of going abroad with a passport will be in effect on Jan/23/07. I'm a permanent resident so I can't apply for a passport. Can I go abroad and come back the US with my green card?

You will need a passport now from some country in addition to your Green Card

That sounds a bit sticky.....
I would call the US Customs Office near you....
or the maybe call the Immigration Office.....
Would hate for you to go abroad only to find out that you couldn't return.....
Better to be safe than sorry!!!!
There are plenty of things to go and see in the States.....

unless you contact the US embassy (or have a friend contact them and ask them for you without giving your name) and ask them for lots of information.
