Is it a sign of water problems?

Absolutely not! It is actually beneficial as it allows excess to drain from your property instead of pooling. I work for a custom builder ($1 million +) and this is something that is expensive to install but is very worth it....see is as a good thing!

It collects water that seeps in and routes it to a sump pump. There must be water or they wouldn't put it in. Wait for a rainy day and then go take a look. It indicates that the owner fixed a known problem. Cement block foundation walls are good for that. It also can mean that they had the foundation sealed on the outside.
In Illinois we require q disclosure statement from a seller.

My understanding is that they are used to pull water away from the house so I think it would be good that it has been installed, they may have had a previous problem and installed that to correct it. Ask the owners why they have it, what problems they had and if the drain solved the issues. Call a landscaping company and askthem.

It is a sign of site drainage problems. You may want to check the foundation to see if it is showing signs of cracking.
