If it was delivered in the USA it has Standard ABS

VW started putting rear only ABS control in 1989 as standard equipment. 4 wheel ABS as standard equipment came in 96 or 97.

According to this link to Car Gurus, which reviewed the car new in 1999, ABS became a standard feature on the Cabrio in that model year, so likely the one your considering will also have ABS standard.

if you want to find out - just stomp on the brake pedal (in a safe area of course) and see if you feel the abs come on-should hear it also
