I am a swimmer, biker, skier and my legs always build muscle, which makes me look fatter, how do I lose the muscle and just have skinny legs.

Try switching it up and doing more endurance activities. Ever notice how long distance runners have really skinny legs (and bodies for that matter)?

As long as your legs are muscle, and not fat....they are probably sexy! You don't want chicken legs..haha
