I wear spectacles, i need some advices so my power won't increase but decrease to the way it was, any advices plz do and is it true that we must keep our glasses on the full time when we don't need them and some say that we must use it when we need only and i can't see far but i can see very near things

My vision is -6.5 and has been declining over the years. I am significantly older than 15, but I can tell you that wearing contact lenses helped out a lot. The entire time I wore them my eyesight stayed the same...as soon as I went back to glasses they got worse every year. You might want to check out the laser surgery. It might not make them perfect but it should at least make it much better.
As for wearing glasses only when you need them, with sight like yours there is not much you can do without them except sleep. I know, since I'm in the same boat. Rumors abound about making your eyes "stronger", but the reason you can't see well has a lot to do with the shape of your eyes and how the light hits your retina. You should talk to your optometrist and see what they recommend.

there is absolutely nothing you can do to make your prescription decrease. Wearing glasses or contacts has no affect on the progression of your nearsightedness. I would expect your prescription to get worse as you hit growth spurts
