the formula is trying to find out how many people like blue.

You are missing the quotes before the amphersand.

="THERE ARE " & COUNTIF(E3:E22, "B") & " THAT LIKE BLUES"

Well you need quotes around there are and don't capital all on the count if just the first letter everything else look right. I have never seen there are before count if. The Formula i might would look like this:
=Countif(e3:e22,"B","Blue")

First thing I see, if you typed it right, is that there is no quote after "are" and before the "& Count" so it would be treating the &Countif(xxx)& as part of the string, not as a formula.
