like the lady who murdered her kids and then told authorities "God told me to". i know he did in the Bible, but does he still nowadays?

Who defines what's right and wrong?
The only thing you can be certain of is that if it's God's will, it will be done. The "how" is almost irrelevant.
And just because someone says "it was God's will" doesn't necessarily mean it's true.
1 John 5:19 says that the whole world is lying in the power of the wicked one.
Remember in the Bible when Satan tried to tempt Jesus (while he was on earth) by saying that he would give Jesus all the kingdoms of the earth if Jesus did one act of worship to Satan. Jesus never denied that the kingdoms of the earth were Satan's.
Otherwise there are other scriptures in the Bible describing Satan as transforming himself into an angel of light - meaning he could possibly mislead someone into thinking that he's God or a messenger thereof and tell people to do bad/wrong things.

No, not nowadays or ever. God has never told people to do wrong. People have done wrong on their own accord or they use "the devil whispered to me to do this or that" as an excuse. It is true that an angel watches your right side and the devil your left side, but it is up to a person to accept whether to perform good or evil deeds.

Well, of course, God told Abraham to Kill his only son, and although Abraham knew it was wrong, and he hated to do so, he was about to, when God basically said "ah, nevermind, it was just a test..."

Furthermore, if you believe in God, you have to wonder if God truly told this woman to kill her kids or not. If you accept the existence of God, in the traditional sense, then you must be willing to accept the possibility that she is telling the truth.

No, That lady who murdered her children and said it was from , did not hear that from God, Often times Satan will deceive others into thinking it came from God , but is not, that is why we have the scriptures that tell us what God wants us to do or not.
This women was deceived and lied to.

No and when He did in the Bible, He then told Abraham not to. People do horrible wicked things and figure they're only be institutionalized at most if they claim "God told me to"

God is truth and peace and justice. He never does, and never has told people to do wrong things. Some times people are mentally ill and hear voices - sometimes of dogs telling them to kill people, sometimes they think the voice is God.

Humans will kill in Gods name from their own convictions but not Gods. If God wanted you dead it would be simple and quick.
No if ands or buts. Recall is immediately. Humans who kill in Gods name do it out of insanity or being influenced by others including Satan. To easy to blame others for your own failure.
