Corgis are herding dogs - not fighting dogs. They are sturdy little scrappers though.
A few suggestions for the corgi. You need to establish your dominance! He is filling a void by becoming protecter. He doesn't feel secure which is what may stem the aggressive behavior.
When he starts acting out, immediately get him to sit and if necessary down. He is now submitting to you.
If he doesn't listen because he may be fixated on another dog use a shaker bottle. A bottle filled with rocks (it makes a loud noise that will grab his attention), a whistle, anything that will grab his attention and focus on you. Maybe even a light tap, a snap of the leash etc.
Refocus his attention and get him to sit or down. DO NOT coax him, do not reprimand him. You'll be giving him attention thus reinforcing the behavior. Keep him in down and his attention on YOU! If possible remove him from the object of aggression.

Corgis, by nature are not mean dogs. They are herding dogs. What it sounds like is your dog has not been socialized with other dogs, therefore causing a fear based aggression. Is he neutered? This could also contribute to the problem.
In the future, do not let him fight. Keep him leashed when around other dogs, and correct him for instigating.

it might just the breed, i guess. a lot of smaller terriers are the same way. even the queen got bit by one of her corgis when she tried to break up cuz they were fighting, so at least you know you're in good company. try squirting them with water, or (and i know this sounds silly, but it really works!) use the inner tube from some wrapping paper and blow down it like a didgeridoo, dogs hate it! at the least they'll stop what they're doing. if you persist, hopefully they will begin to associate fighting with being a bad thing.

I think he belongs to a gang. LOL! Just kidding! I have heard they are scrappy dogs and you know one of Queen Elizabeth's bit her. Don't know why they are like that since they are considered herding dogs, not guards. Hopefully, they are not all like this.

They arent that mean. Yours just has dominance issues. I had one for 5 years then she was stolen. She was really mean as a puppy but as she got older it grew out of her. She was really sweet. My rat terrier was the same way, now he is just an old man.

its all how you raise them or how they were raised. My corgi is one of the nicest dogs around....he stays away from other dogs.
