According to U.K. road law, there is NO minimum speed limit on any road, including motorways*.
However, if you are deemed by the police to "be causing a hazard or obstruction on a public highway", you could well be looking at a fine.

There is no minimum speed limit per se on any part of the UK motorway network. There is a maximum of 70 mph (60 or 62 (100kmh) for trailers, caravans, lorries etc) unless stated otherwise.
If a vehicle is being driven in such a manner that it is causing a danger or nuisance to other road users then the Police have the power to stop the vehicle and penalise the driver by way of a fine and / or points endorsed on the driver's license. The courts have the power to revoke the license, impose bigger fines, require a retest and even imprison the driver (highly unlikely). A driver proceeding so slow as to be a liability could be stopped and presecuted.
The Police, Highways Agency and in some cases the Local Authority have the power to impose minimum speed limits - this was last invoked during the fuel protests when lorry drivers threatened to bring the motorway network to a standstill by driving very slowly. To prevent this a minimum 40mph speed limit was introduced but only on affected roads for a short period and it was the Public Order Act and not the Road Traffic Act that was invoked.

Hello,
(ANS) Technically speaking (talking as an experienced driver of many years), I'd suggest that the following are realities on todays motorways here in the UK.
a) motorway slow lane (left most lane) 60-65 mph would be a minimum. Otherwise if you go slower most tarffic will want to overtake you constantly even the biggest HGV1 lorries (not nice!).
b) motorway middle lane 70mph alot of drivers sit or cruise in this lane (much to the annoyance of many drivers, including myself).
c) Outside lane (right most lane) 80-90mph for overtaking traffic in the middle lane. Or for those in a dreadful rush.
**There is no! minimum speed limit as such on a motorway but you'd be pretty stupid to travel anything less than 65mph due to other traffic and road conditions (traffic flow).
**NOTE: you could actually put other drivers at risk if you travelled too slowly on a motorway.

Pretty sure the minimum is 50 but its dangerous to do that speed in bad fog because people will go into the back of you if you don't use your fog lights
If you do stick to 50 or around that speed, stay in the left lane and don't go in the right lane or you might have someone go into the back of you

there is no min speed limit this does not mean your allowed to go as slow as you like if your driving is causing a risk to others youll get pulled . you might be the only person on the road in that case you can go as slow as you like . look out for blue and white speed signs these are min speed limit signs.
