The rough endoplasmic reticulum is covered with numerous ribosomes (which are responsible for protein production). The ribosomes bind to the endoplasmic reticulum when proteins which require sorting are being produced. The studding of the surface by the ribosomes gives it a rough appearance.

Rough ER means the endoplasmic reticulum has ribsomes (used in protein sythesis). Smooth ER means there are no ribsomes.
